Hon. Mayor James Excelsior M. Torres

Mayor Excel is the younger of 2 sons out of 5 children of three-termer Tigbauan Mayor Myrna Montealegre Torres (a native of Boac, Marinduque) and the late Tigbauan-born businessman Jaime Tacay Torres. Somehow he knew he was fated to follow in his mother’s footsteps. Leadership in public service was his late father’s unfulfilled dream.

For Jaime’s son to be serving his birth place is like an offspring fulfilling a filial duty. Surreal though it may look, Mayor Excel took his oath of office wearing the Patis Tesoro barong tagalog of his deceased father, fitting him to a T as though cut to his measure, which the late Jaime would have worn in his own oath-taking had he been elected Iloilo’s 1st district representative in his last political bid.

A product of Ateneo de Manila University from elementary to high school, the young town dad earned a degree in Bachelor of Arts major in Political Science at the De La Salle University in Taft, Manila in the year 2000. He worked in the family business as Vice-President for External Affairs and Operations of  St. James College System located in Quezon City, Parañaque and Laguna, where he

dealt with its numerous stakeholders, as he is now meted out to do with the wider spectrum of clientele in the field of public service.Local politics has not changed his basic character in order to suit certain conditions. Mayor Excel remains true to his nature of being reticent and serious at work. “I’m basically a shy person,” he admitted. Not only is he quite spare in words but he struggles in kinaray-a, the dialect of Tigbauan, which he commits to learn fast. These have not become serious barriers to establishing closeness with his constituents. His fluency in Filipino and English – coupled with his good looks – is enough to effectively bring his ideas and sincerity in serving the people straight to the hearts of his constituents who placed him in position.
Mayor Excel Torres may be a tyro in politics but the growing breed of young blood entering public service today comes as a breath of fresh air in local politics. These dynamic leaders give us a strong sense of newness and hope in good governance and leadership style. Even the great hero Jose Rizal held the youth in high esteem when he said, “ The youth is the Hope of the Fatherland.”
